For Maureen Ennor Rocha, Oscar was more than a deputy, he was her partner, her history, and her future.
The two had known each other since their high school days in San Ramon, building a life together rooted in love and shared experiences. Even as his condition worsened, hope held strong.
“We really didn’t think he was going to die until that day,” she recalled. “When we got the call and had to go out there, I still really didn’t believe it. I didn’t want to believe it.”
Pandemic restrictions made an already devastating situation even more painful. During the weeks Oscar fought for his life, Maureen was allowed just one hospital visit, a single moment in a sea of uncertainty.
When he passed, he left behind not only his wife, but also a son, two stepchildren, and his parents, all grappling with a loss that felt impossible to prepare for.

But for Maureen, the heartbreak didn’t end with loss, it evolved into something else.

As a self-described “law enforcement widow,” she has made it her purpose to ensure that her husband’s story and others like it are never forgotten.
